Prof. Linnet Taylor
will give a lecture entitled
“Should we decentralise the oversight of AI?“
on Friday 15 December 2023
AI regulation, like technology regulation in general, is structured around formal expertise and independent regulators who are not public-facing in their work. AI as a social phenomenon, however, is broad in its uses and effects, and these regulators are not the best positioned to understand the emergent effects of this class of technologies. This poses challenges regarding public accountability with respect to both those implementing AI, and those regulating it. This talk will examine the arguments for decentralising some oversight functions systems to societal bodies, including but not limited to sectoral and interest groups. What would it mean to democratise oversight in this way, and what problems would it solve, or create?
Linnet Taylor is Professor of International Data Governance at the Tilburg Institute for Law, Technology, and Society (TILT), where she leads the ERC-funded Global Data Justice project. This project seeks to understand and integrate differerent perspectives worldwide on what constitutes just treatment through data technologies. Her research at TILT more broadly focuses on how new sources of digital data are impacting governance, research on human and economic development, and political representation. She has worked with academic and civil society organisations in the Netherlands and in various regions worldwide on the integration of social justice objectives with technology governance processes. She’s a member of the Dutch Young Academy, and of the NWO’s social science advisory tables.
